The Best of 1999
(and the 1990s)
For the seventh (or eighth) time since 1989,
the Cats at Grip /Catharsis / Virginiamusicflash have called upon distinguished Virginia-based scribes, displaced industry homies, college and commercial deejays, regional musicians & label owners who keep up with national sounds -- plus the beautiful neer do wells we call staff -- to expound upon the year in recorded popular music.
What we do: Ask folks to name their top five albums of the year (in this case: 1999), plus two reissues or compilations of older material from that year, and then say that they can break those rules as they see fit.
We then print the results.
Over the years, The staff has given the annual poll a host of funny names (Look Back With Cheddar, Look Back With Greta, etc.). Due to the lateness of getting the annual rundown posted on the web, were forced to call this one 1999: Look Back... Better Late Than Never.
Ah, but this years poll contains an extra-special element. This year, we asked these same distinguished listgivers to expound upon the 1990s as A DECADE IN MUSIC ifn they so chose. We asked their picks for the BEST RECORDS OF THE DECADE and other ruminations on the decade past.
{We have also combed through the previous installments of this annual Virginia Music roundtable to give you the top 10 discs of each year as they were voted on by a wide assortment of musical Virginians over the years -- kind of a look back at the look back.}
So the subtheme of this years poll:

Incidentally, this poll (and all of its sublists) will be reprinted in edited form in an upcoming magazine-sized Anniversary Issue of Grip, looking back on 11 years of local, regional and national music and pop culture coverage.

* The Beta Band -- The Three EPs (Astralwerks)
Doused in equal measure by contemporary dance music and classic pop, these precious Scotsmen sound like 12 different, capable-of-rocking-your-house-down combos. Inner Meet Me is one for the ages.
* Brilliant Mistakes -- All Hands and the Cook (Aunt Mimis)
Filled with plaintive, sometimes-heartbreaking country-rock, and led by the tender but unsentimental songwriting of pianist Alan Walker, the little-known All Hands and the Cook, on a small N.Y. indie label. outshone most of the country, and/or rock, I heard this year. (Aunt Mimis Records: 305 W. 18th St. #3F, New York, New York. 10011)
* Manishevitz -- Grammar Bell & the All Fall Down (Jagjaguwar)
Grammar Bell...s sparkling production and Adam Buschs intriguing, surrealistic lyrics take the listener on a spinning ride, and the beautiful guitar interplay between Busch and Via Nuon (of the Richmond-based band Drunk) produces astonishing bursts of sound and tone. One of my favorite songs of the year: the chugging, melancholic Lonesome Cowboy Dave Thomas. (Nepotism alert: Im a friend of this man Adam Busch so this disc HAS to be good to be on my top list!)
* Outrageous Cherry -- Out There in the Dark (Del-Fi)
I hear a lot of my favorite late-60s bands in this atmospheric, utterly melodic Detroit combo. Your reference point might just as well be the Jesus and Mary Chain, but chances are youll like em. O.C.s fourth release is chockful of should-be singles: Georgie Dont You Know, Togetherness, Where Do I Go When You Dream, and one helluva extended guitar workout at the finish.
* Wilco -- Summer Teeth (Reprise)
Theres nothing like a great American rock group finally discovering themselves in the studio. This was -- hands down -- the album that I played the most in 1999: glorious sunny-day pop-rock songs, flavored with bittersweet twang and a cache full of hooks.

* Bruce Haack, Esther Nelson & Dimension 5 -- Listen Rock Compute Home (Emperor Norton)
Bruce Haack's childrens music turned the playground into a beatnik sound collage where strange sound effects, sampled loops and disembodied voices conjured up a world of "Motorcycles," "Dancing Jellies," and (yes) "Army Ants in My Pants that defies description. This compilation of 60s and 70s material from a Childrens Dance Workshop-gone-mad cements Haack's reputation as a lo-tech sound pioneer, as well the discriminating kids Beat Poet of choice.
* Dusty Springfield -- Dusty in Memphis (Rhino / Atlantic)
One of the recorded musics most sensual listening experiences is reissued on CD yet again, but with almost an entire extra albums worth of bonus tracks. Essential in whatever form or format. Also recommended from this year, the b-sides and rarities collection, Dusty in London (Rhino)
* Os Mutantes- World Psychedelic Classics 1: Brazil: The Best Of Os Mutantes/Everything Is Possible! (Luaka Bop)
The Mutants were Brazils answer to the Beatles. They were also Brazils answer to the Velvet Underground. Needless to say youve never heard anything like them. One of 60s rocks great, international, missing links.

* Low- Secret Name (kranky)
The most consistent album yet by the moody trio from Duluth.
* Sally Timms-- Cowboy Sally's Twilight Laments (Bloodshot)
The Mekons' singer gets better with each of her solo efforts. "Dreaming Cowboy" is an instant classic, and her rendition of Johnny Cash's "Cry Cry Cry" is a must-hear.
Honorable Mentions of 1999:
* April March- Chrominance Decoder (Mammoth)
A mixture of pseudo- French Yeh-Yeh with some contemporary electronica.
* Waco Brothers- Wacoworld (Bloodshot)
Good songwriting makes what could easily be a novelty project worthwhile.
* Tom Ze- Fabrication Defect (Luaka Bop/WB)
Breezy Tropicalia combined with a little techno attitude.
* American Analog Set- The Golden Band (Emperor Jones)
Subtle indie pop which needs to be heard several times to be fully appreciated.
* High Llamas- Snowbug (V2)
A few excellent songs almost make up for the yawners.
* St. Etienne- Soundtrack to the Misadventures of Margaret (Heavenly)
Import-only, barely-noticed soundtrack is almost as good as a regular St. Etienne album.
* Marshall Crenshaw- #447 (Razor & Tie)
Pop genius Crenshaw can still put together memorable hooks.
Brians Reissues/Comps of 1999
* Dusty Springfield- Dusty in London (Rhino) A great collection of late 60's/early 70's Dusty material which had never been on an American record before.
* His Name is Alive- Always Stay Sweet (4AD) The song selection is
questionable, but any best-of by today's finest indie pop group is going
to be good.
* Make Up- I Want Some (K) All the Make Up's singles put together makes you
realize that they can be just as impressive on record as they are live.
* Carole King- Really Rosie (Ode/Sony) One of the best kids' music records
is finally put out on CD.
* Souled American-- Fe / Flubber & Around the Horn/Sonny (Tumult) Late 80's san Francisco band did lazy, late-night countryish songs, and did them well; four albums on these two CD's.
* Os Mutantes- World Psychedelic Classics 1: Brazil: The Best Of Os Mutantes/Everything Is Possible! (Luaka Bop/Warner Bros.)
One of the most criminally underappreciated bands of the 60's finally gets some attention, thanks to the current interested in Brazilian pop.
* Unrest -- Malcolm X park
* Unrest -- Kustom Karnal Blaxploitation (Teenbeat/No. 6)
They were better when they went pop, but these two early, punkish albums are classics of their time.
* Air- Premiers Symptomes (Source/Astralwerks) Air's first few singles out on CD.

Uproariously filthy.

Lush and mournful. Potent.

* Eddie Cochran and Gene Vincent -- The Town Hall Party Shows (Rockstar)
Easily the most important release of the year for fans of fledgling rock and roll, this disc compiles the best of both artists' late '50s appearances on Los Angeles TV's answer to the Grand Ole Opry, and showcases songs never recorded commercially by either star. Further ample evidence that both Cochran and Vincent were two of the finest vocal interpreters of their day.
* Spade Cooley and the Western Swing Dance Gang -- Shame On You (Soundies / Bloodshot)
Exceedingly rare mid-'40s Standard Radio Transcription Services cuts offer further evidence that fiddlin' bandleader Spade Cooley directing some of country music's finest talents, including vocalist Tex Williams and steel guitarist Joaquin Murphy was indeed the "King of Western Swing."

In 1999 I fell in love all over again with the fearsome femme trio from the great northwest. The Hot Rock is so many things at once, but above all compelling in its argument that these ladies are more than just one-trick ponies. Two powerful shows in Chapel Hill and DC (with local icons Flin-Flon) put my ass on the ground when it wasn't jumping for sheer rock joy. Major props to Quasi and The Spells as well.
* Kid Loco -- DJ Kicks (K7) & Jesus Life for Children Under
12 Inches (Yellow / Atlantic) & Prelude to...a Grand Love Story (Yellow/Atlantic)
Normally the French annoy me, but this downtempo brewmeister introduced me to more heady delights than just about anyone all year. His blending skillsare still improving, but he is beyond reproach in the remix realm. Loco claims "Pussy, dope and music are the important things in life," (I may only know about one of these, but it's good enough for me.)
* Jim O'Rourke -- Eureka & Halfway to a Threeway (Drag City)
One wonders how Jimmy O managed to put together over an album's worth of beautifully arranged provocative pop ditties since he was so busy producing all year. Between albums by Stereolab, Sam Prekop, The Aluminum Group, High Llamas, Superchunk, et al., you wonder how he slept then bless his cursed insomnia for allowing him to work so damn much.
* Arab Strap -- Mad For Sadness & Elephant Shoes (Go Beat)
The Arab Strap live album is great because the songs are changed enough from the studio versions to make you glad you bought it, but they're close enough to the studio versions (in that they don't suck) that you don't mind dropping the 30 bucks. Elephant Shoe is so depressing it's not EVEN funny.
* Mogwai -- Come On Die Young & EP + 2 (Matador)
The kids are alright and the EP features some of the best instrumental jams ever. Live show features "Tracy" to die for. It's not boring, it's love.
